Generally, the more historical experience a country has with earthquakes, the stronger the political will and regulatory enforcement for earthquake standards.

The effectiveness of seismic codes depends as much on enforcement capacity as on engineering knowledge. Even if countries have a seismic code in place, it may not be fully enforced. One of the many reasons this can occur is due to the economic state of the country. In poorer countries, where a code may exist, but there is a lack of enforcement, informal construction becomes a systematic issue.

Engineering decisions are not just shaped by technical knowledge alone; they are also influenced by cultural attitudes toward risk, safety, and failure. Different societies have different tolerances for uncertainty, loss, and disruption, which affects how strictly seismic standards are defined and followed. These cultural values influence whether engineers design beyond minimum requirements, how failures are interpreted, and how much trust exists in regulatory systems.

PAST DISASTERS INFLUENCING PRIORITIES

Major earthquakes have continuously shaped how policy and engineering practices have changed. For example, the 1906 and 1989 San Francisco earthquakes pressured policymakers to strengthen building codes. Even though disasters can cause change, some groups are still vulnerable. Poorer people may build unpermitted housing without professional engineering or inspections to reduce costs. Owners who can afford engineered design, quality materials, licensed contractors, and inspections are better protected. Additionally, newer construction in cities with strong regulatory systems reflects this (Tokyo and San Francisco).
